Major political parties around Europe, seeing the rise of the populist right, concluded that old style of politics was done for. Democracies needed to regain legitimacy and trust.
In a political leap of faith, EU states adopted stronger principles of direct democracy, based on citizen participation, assemblies, and deliberative processes. Legislative bodies were formed out of representative subsets of the population. This time, they weren't just for show - they had teeth, and could implement or reject laws.
Due to increased direct democratic participation, debating and argumentation rose in importance. In itself, this move towards broader democratization and public debate could go either way. It had to go in a cute direction...
